			<content:encoded><![CDATA[<p>ASHWAUBENON &#8211; Hunters in Northeast Wisconsin have been complaining for years about not seeing enough deer in the woods. That could change, however, with the state&#8217;s new hunting structure.</p>
<p>On Wednesday, the Natural Resources Board voted 6 -1 to approve the 2010 hunting structure. The plan includes several changes from last year.</p>
<p>Hunters will be allowed to kill only bucks in 18 management zones where the population is under goal, up from 13 last year. The Natural Resources Board also approved reducing the number of zones with antlerless-only hunts to 46, down from 50 last year.</p>
<p>The Department of Natural Resources said one of its main goals is to grow the deer population in northern Wisconsin.</p>
<p>&#8220;In Northeast Wisconsin, north of Green Bay, we&#8217;re definitely trying to build that herd there. In many of those units, we will have no antlerless hunting this year to try to build that herd as fast as possible,&#8221; said Keith Warnke, a big game ecologist with the DNR. </p>
<p>That&#8217;s the best news some hunters say they&#8217;ve heard in years. </p>
<p>&#8220;You should be restricted from harvesting in those areas and I believe that Wisconsin sportsmen realize this and know that if they continue to take the breeding does, there isn&#8217;t going to be that expansion that they&#8217;re looking for,&#8221; said Ralph Fritsch, a hunter from Townsend and member of the Wisconsin Wildlife Federation.</p>
<p>Though, not all hunters will be happy with the changes. Some believe the old system was better. </p>
<p>&#8220;Earn-a-buck, while unpopular with many hunters, has been the most successful in getting hunters to change behaviors to support DNR herd reduction objectives,&#8221; said John Noreika, a hunter from Verona.</p>
<p>The DNR said it has to balance the demands of hunters with what is best for non-hunters.</p>
<p>&#8220;I don&#8217;t think we can address everyone&#8217;s concerns all the time with deer season structure because when you look at deer, deer impact everyone in Wisconsin. You can&#8217;t make everyone happy, but we are listening,&#8221; said Warnke.</p>
<p>Warnke said estimates put the 2010 deer population about 3% lower than 2009.</p>

			<content:encoded><![CDATA[<p>The Florida Fish and Wildlife Conservation Commission (FWC) will begin accepting applications May 5 for a chance to obtain highly coveted permits to participate in the statewide alligator harvest. </p>
<p>In Phase I, applications will be accepted for a random drawing from 10 a.m. (EDT) May 5 through 11:59 p.m. (EDT) May 18. Approximately 6,000 alligator harvest permits will be available.</p>
<p>During the Phase I random drawing, each person can submit only one no-cost application, which provides the option of prioritizing up to five hunt area and period choices. All those seeking a harvest permit must be at least 18 years of age by Aug. 15. A permit allows the harvest of two alligators on a designated area.</p>
<p>People can submit applications at any county tax collector&#8217;s office, license agent (retail outlet that sells hunting and fishing licenses), and at www.fl.wildlifelicense.com. Drawing results will be posted at MyFWC.com/Hunting; click on &#8220;Limited Entry Hunts,&#8221; then &#8220;Check Permit Availability and Drawing Results.&#8221; Successful applicants must make their trapping license fee payments at the application locations list above by June 7.</p>
<p>Any permits remaining after June 7 will be offered during Phase II on a first-come, first-served basis from 10 a.m. (EDT) June 9 through 11:59 p.m. (EDT) June15. Those who purchased a permit during Phase I may not apply. Applicants in Phase II are limited to one permit.</p>
<p>If permits are available after Phase II, the FWC will offer them during Phase III on a first-come, first-served basis, while they last, beginning at 10 a.m. (EDT) June 16. People who purchased a permit in Phase I or II may apply for additional permits during Phase III.</p>
<p>Successful applicants must submit payment for an alligator trapping license and two alligator harvest tags, or provide proof of a valid alligator trapping license (must be valid through Nov. 1) and pay the fee for two harvest tags. No other hunting licenses are required.</p>
<p>The cost for a resident alligator trapping license and alligator harvest tags is $271.50, and nonresidents pay $1,021.50. The cost for each additional alligator hunting permit is $61.50, regardless of residency. All fees are nonrefundable. Tags and permits are nontransferable.</p>
<p>An alligator trapping agent license is also available for $51.50; it allows the license holder to assist permitted trappers in taking alligators.</p>
<p>The alligator hunting season will run 11 consecutive weeks from Aug. 15 through Nov. 1.</p>
<p>To educate participants on the how-to&#8217;s and rules and regulations of the hunts, the FWC offers a no-cost, three-hour training and orientation program, which is held at various locations throughout the state. Permit recipients are not required to attend, but the FWC strongly encourages first-time participants to go. Courses will be offered in July and August, and permit holders will receive, by mail, permit packages listing dates and locations.</p>

			<content:encoded><![CDATA[<p>BOISE &#8211; Idaho closes the nation’s first-ever regulated wolf-hunting season today, and state Fish and Game officials are calling it a success.</p>
<p>“I’d be severely disappointed if we don’t have a hunting season next year, because we played by the rules, we worked hard, it’s been a long time coming, and I think we demonstrated that we did a good job with state-managed hunting,” said Idaho Fish and Game Director Cal Groen. “We need a hunting season to manage the wolves just like our other big game animals.”</p>
<p>That decision is up to a federal court, which is weighing challenges to state wolf management including regulated hunts.</p>
<p>In Idaho, 185 wolves were taken compared to a limit of 220, though that could change as the season runs through sunset today. The state sold 31,393 wolf tags, all but 684 to Idaho residents.</p>
<p>In 2009, wolves were responsible for the deaths of 385 livestock in Idaho, up from 333 the year before and including cattle, sheep and stock dogs. “We don’t want to take the wildness out of wolves,” Groen said. “They shouldn’t be around towns, they shouldn’t be creating livestock problems and social problems.”</p>
<p>Idaho’s wolf hunting season was divided into 12 zones with specific limits. But some, like the remote and rugged Lolo zone where wolf impacts on elk herds have been a big problem, proved tough hunting.</p>
<p>“In the back country, it’s rugged, they’re cunning, they’re smart,” Groen said, “We’ll be looking at other tools.” Those might include changing bag limits to allow a hunter to take a second wolf in a year; partnering with outfitters; trapping; adjusting zone boundaries; and possibly allowing the use of electronic wolf calls to give hunters an advantage.</p>
<p>Groen said the Lolo zone historically was one of North America’s premier elk hunting zone with a herd of 16,000 elk, but it’s dropped to just over 2,000. Many issues, including habitat, bears and mountain lions, were involved and are being addressed, he said. “Now we can finally manage wolves &#8211; they were unmanaged. They’re the primary reason for mortality now.”</p>
<p>Groen and other Fish and Game officials said the wolf hunt has been good for Idaho and good for wolves, in many cases dissipating hunter anger over wolf impacts on game herds. Idaho’s wolf population, which had been growing at 20 percent a year and is well beyond recovery target levels, has stabilized.</p>
<p>“When you pursue something fair chase, and something very challenging, a respect develops,” Groen said. “We’ve seen that with bears and lions. … There’s a hunting relationship there, very different, very challenging.”</p>
<p>He also noted that new legislation just passed this year will allow out-of-state deer and elk hunters to also take a wolf, which could help attract out-of-state hunters whose numbers have dropped since their fees were sharply hiked. The idea that a hunter could come to Idaho on an elk hunt and also go home with a wolf means “we’re special, we’re unique,” Groen said.</p>

			<content:encoded><![CDATA[<p>Fall hunting seasons are a long shot away, but the wind direction on opening day couldn&#8217;t be more critical for sportsmen in Idaho and Washington than what&#8217;s going on this time of year.</p>
<p>Rules, seasons and tag quotas are being adjusted and permit application deadlines are looming.</p>
<p>At its April 9-10 meeting in Leavenworth, the <a href="http://wdfw.wa.gov/" target="_blank">Washington Fish and Wildlife Commission</a> will make significant decisions on proposals such as these:</p>
<p>Antlerless deer hunting would be reduced in portions of northeastern Washington to make up for two previous years of high winterkill. Few antlerless permits would be issued and the antlerless hunting for youth, seniors and disabled hunters would be cut from 14 days to four days in units 101-124.</p>
<p>Black bear fall seasons would be delayed in portions of Eastern Washington to conserve female bears.</p>
<p>Archers and muzzleloaders would no longer be required to hold a concealed weapons license to carry a handgun for personal protection in the field.</p>
<p>Special hunt permit drawings would be changed dramatically to a format that has received a thumbs up from sporstmen&#8217;s groups who do not favor the traditional method of lumping all applicants for deer, elk, bighorn sheep, moose and cougar permits into one pool.</p>
<p>For example, deer hunters who are applying for doe tags said they would rather not be competing in the drawings with hunters who want bull tags.</p>
<p>If approved, the new plan would create separate applications for seven categories of popular permits. In the case of deer and elk, the categories would be buck or bull, antlerless, second-tag, quality, youth, senior, disabled and master hunter.</p>
<p>Each of the categories requires a separate application fee, but you can apply for as many qualifying categories as you wish. Points accrued by hunters after applying and not being selected in previous year drawings would be applied to each of the new permit categories created under the new plan.</p>
<p>In other words, if you have seven points after last year&#8217;s elk permit drawings, you would be able to apply with seven points in this year&#8217;s drawings for the bull category as well as the antlerless, disabled or, say, the master hunter categories.</p>
<p>If selected this year for a bull tag, you would go to zero for the bull tag category next year, but your points would carry over in categories for which you were not selected.</p>
<p>In this case, that means you would have eight points in the antlerless tag category next year, according to Kevin Robinette, Washington Department of Fish and Wildlife regional wildlife manager in Spokane.</p>
<p>If you were to draw both a bull and a cow permit for the same year, you could hunt both seasons, but you&#8217;d be allowed to take only one animal.</p>
<p>However, a deer hunter successfully applying in the buck and second-tag categories would be able to harvest two deer this fall.</p>
<p>Agency managers are well aware that the new category system has the potential to raise more money in application fees. Funds raised by the sale of additional permit applications would be used to expand hunter access to private lands, said Dave Ware, WDFW game manager.</p>
<p>The Washington Legislature has repeatedly denied the department&#8217;s requests for license surcharges to fund a program that pays landowners for public hunting access. The new permit category plan is a way of getting that dream moving toward the access program that&#8217;s been wildly successful in Montana.</p>
<p>Raffle permit changes already have been approved in Washington to add five new liberalized raffle hunts, some of which allow winners to pursue several species.</p>
<p>For instance, one of the new offerings is a &#8220;Northeast Washington Big Game&#8221; package permit that would give a hunter generous seasons and flexibility to hunt white-tailed deer, elk, moose, black bear, cougar and turkey.</p>
<p>The deadline to purchase these raffle tickets is July 23, so hunters have plenty of time to study the 12 raffle permit&#8217;s being offered. Read the rules online or when the 2010 Hunting Regulations Pamphlet comes out next month.</p>
<p><strong>Deadline looming</strong>: Wednesday is the deadline to apply for Washington&#8217;s 2010 deer and elk multiple-season permits, which allow hunters to participate in all general archery, muzzleloader and modern-firearm hunting seasons in order to fill a single tag.</p>
<p>Other application deadlines to note:</p>
<ul>
<li>April 30 for Idaho moose, bighorn sheep and mountain goat.</li>
<li>Mid May for Washington special hunting permits.</li>

<p>Idaho has approved a short list of changes for fall hunting seasons, including one big improvement for youth hunters thanks to a North Idaho man who took time to lobby the state Fish and Game Commission.</p>
<p>Youth hunters this year will be allowed to participate in both A and B tag elk hunts, giving them more days in their busy activity schedules to devote to hunting.</p>
<p>Steve Cordes, who has sons 11 and 12 years old, made the proposal to the commission last fall.</p>
<p>&#8220;There&#8217;s a lot of competition for kids&#8217; time with all the soccer and football games,&#8221; he said. &#8220;This was a simple way to help parents get them out more often.&#8221;</p>

			<content:encoded><![CDATA[<p>RED WING, MINN. &#8212; A Cannon Falls man accused of poaching a world-record 8-point white-tailed buck on Halloween in Goodhue County pleaded guilty Thursday to three charges and will go to jail. </p>
<p>Troy Alan Reinke, 32, admitted in District Court to a gross misdemeanor for illegally possessing the trophy buck, and to misdemeanors for failing to register a doe he shot earlier in October with his bow, and also for killing a smaller buck with his bow in excess of his limit.</p>
<p>About a dozen other charges were dismissed.</p>
<p>The poaching admissions put Reinke in violation of his parole from an earlier domestic assault conviction. Crediting him for 120 days served in that case, Judge Thomas Bibus sentenced Reinke to 245 days in jail &#8212; a year in all.</p>
<p>Reinke also loses his big- and small-game hunting privileges for five years, and must pay $1,500 in restitution and $500 in court costs. The rack of the trophy animal will go to the DNR enforcement division, and Reinke must forfeit his bow.</p>
<p>Reinke &#8220;realizes he&#8217;s a demon in the hunting community,&#8221; said his attorney, public defender Tim Dillon of Cannon Falls.</p>
<p>Asked whether he was happy with the deal his office cut with Reinke, Assistant County Attorney Dave Grove said, &#8220;Quite.&#8221;</p>
<p>The case has received widespread attention because of the buck&#8217;s size. A preliminary scoring measured its antlers at about 190 gross and 185 net, unheard of in North America for an 8-pointer.</p>
<p>Had the animal been killed legally, it would have been the largest 8-pointer ever registered by Boone and Crockett or Pope and Young, which records trophy animals.</p>
<p>As he left court, Reinke didn&#8217;t answer a reporter&#8217;s question about how the trophy buck was killed. In court, Bibus, Grove and Dillon acknowledged they &#8220;weren&#8217;t going to get into what actually happened.&#8221;</p>

<p>If the score stands, the Spider Bull will surpass the current record holder by 14 7/8 inches! The current non-typical world&#8217;s record is from Upper Arrow Lake, B.C. and is a &#8220;picked up&#8221; trophy.</p>
<p>Denny Austad is no stranger to big elk. In 2006, he harvested another bull that scored 411 3/8 inches and would have been a new Utah State record if another hunter with the same guide hadn&#8217;t harvested a bull that scored 428 6/8 inches. Both of Denny&#8217;s bulls were the reward for hunting with Doyle Moss and <a href="http://mossback.com/" target="_blank">Mossback Guides &amp; Outfitters</a> from Spanish Fork, Utah.</p>
